If a publisher offers both EPUB and PDF, choose around the job you need the document to do. For a novel or prose-heavy textbook you want to hear chapter by chapter, a well-structured reflowable EPUB is a useful first choice. For a paper whose figures, equations or page numbers you must consult, keep the PDF available.
This is a practical recommendation about document structure, not a guarantee about a particular voice or app. A carefully authored PDF can work better than a broken EPUB. A scanned page and a text-based PDF may look identical while giving a speech reader very different input.
First identify which of four documents you have
Swipe horizontally to compare all columns →
| Document | What it represents | First check |
|---|---|---|
| Reflowable EPUB | Structured book content whose presentation can adapt to the reader. | Change text size; inspect chapter order and the table of contents. |
| Fixed-layout EPUB | A publication whose designed page arrangement is significant. | Inspect selectable text, logical order and image descriptions. |
| Text-based PDF | A page-based document containing text, with or without useful logical tags. | Copy a paragraph and inspect its sequence, including column transitions. |
| Image-only PDF | Page pictures without a usable underlying text layer. | Check whether a sentence is selectable; recover and review text with OCR if needed. |
The EPUB specification defines a spine that orders the book's content documents. That gives software an explicit publication sequence. It does not promise that every sentence, heading or footnote inside those documents was authored correctly.
PDF also has mechanisms for logical structure. W3C's reading-order technique explains how tag order and content structure can differ from the visible page. “PDF cannot have reading order” would therefore be the wrong diagnosis.
Choose by what you need to preserve
Swipe horizontally to compare all columns →
| Your task | Start with | Keep checking |
|---|---|---|
| Listen to continuous prose and resize the text | The publisher's reflowable EPUB. | Chapter navigation, notes and the reading system's support. |
| Discuss a passage by printed page number | The original PDF, or EPUB with publisher-supplied page navigation. | That the cited page corresponds to the assigned edition. |
| Evaluate a graph, equation or designed spread | The original visual document alongside narration. | That audio has not replaced the evidence carried by the visual. |
| Listen to an old scan | The best available source scan plus reviewed OCR. | Names, numbers, column order and text omitted from the scan. |
| Read a licensed library download | The format and authorized reader supplied by the library. | The particular DRM system and available accessibility features. |
A useful division of labor is to listen to the prose and return to the visual source at marked points. You do not need to convert an entire research paper simply because one section is easier to hear. The research-paper workflow shows how to keep the evidence attached to the spoken argument.
Inspect the same book in three formats
We created an original six-chapter demonstration book in EPUB, text-based PDF and image-only PDF. Its short chapters let you examine representation without importing a private book. These are teaching examples; they do not measure all publishers or all reading applications.
1. Compare navigation
Open the EPUB's table of contents and jump to chapter three. In the PDF, find the same chapter on the page. Record whether each application offers chapter navigation, a page jump or only search. If navigation is missing, separate a missing entry in the source from an application that does not expose it.
2. Compare access to the words
Select a marked paragraph in the text PDF and copy it into a plain-text editor. Check that its words remain in order. Repeat the attempt on the image-only PDF. A viewer may supply its own recognition, so note the viewer and any OCR action instead of assuming selection proves the file originally contained text.
3. Compare the listening task
In each supported reader, start from the matching paragraph. Follow the source until the next chapter. Inspect the note and caption separately. Record skipped text, interruptions and the point where playback resumes. Keep the selected voice and speed consistent where possible, but do not label different applications as a controlled format experiment.
For a reusable record of these checks, download the reader evaluation sheet. The EPUB reader comparison helps you shortlist applications after you have chosen the format.

Will converting PDF to EPUB fix narration?
Conversion can be useful when you have permission to transform the document and a clean source. It is not a substitute for checking the input. A converter still has to determine the sequence of words, headings and notes. If a scan has no text, its words first need recognition; W3C's OCR technique describes adding actual text to scanned pages.
- Prefer the publisher's EPUB when available. It may preserve intentional book structure that must otherwise be inferred from a page.
- Retain the original. Compare a representative chapter and an unusually complex page before relying on the output.
- Check headings and notes. A file can open successfully while placing a footnote in the middle of a sentence.
- Check meaningful symbols. Names, minus signs, decimal points and formulas deserve attention because a fluent voice will also read an incorrect transcription fluently.
- Decide what the converted copy is for. A listening copy may help navigation; quotations and page references still need verification against the intended edition.
What the file extension cannot tell you
A reflowable EPUB is not automatically accessible. Fixed-layout EPUB is not automatically unusable. W3C's fixed-layout accessibility guidance treats reading order, semantics and text alternatives as authoring problems that deserve explicit attention. The distinction matters for comics, illustrated children's books and textbooks with designed spreads.
Likewise, an EPUB's ability to carry text and synchronized prerecorded audio does not mean every reading system exposes the same controls. The reading-system specification separates features of the publication from obligations and capabilities of the reading software. Test the book in the app you will actually use.
Finally, file format does not determine where speech is generated. Check the chosen reader's file handling, voice service and sync settings separately. Choose the format that preserves what you need, then evaluate the listening workflow rather than treating the extension as a quality or privacy label.

Questions & answers
Is EPUB better than PDF for text-to-speech?+
A well-structured reflowable EPUB is often a convenient choice for chapter-based listening and adjustable text. PDF remains useful for page references, figures and equations. The quality of the source and the reading application matter in both formats.
Will converting PDF to EPUB fix the reading order?+
Not necessarily. Conversion must still interpret the input's words and structure. Compare headings, notes, columns and meaningful symbols with the original, and prefer a publisher-provided EPUB when available.
Can a scanned PDF be read aloud?+
An image-only scan needs usable text supplied by OCR or another transcription process. Review the recovered words and order before relying on narration.
Is every EPUB reflowable?+
No. EPUB supports fixed-layout publications as well. Their reading order, selectable text and image descriptions need separate inspection.
How this guide was researched
This is a format decision guide grounded in W3C specifications and accessibility techniques checked September 9, 2026. The original downloadable book illustrates inspection tasks. It is not a representative format benchmark, a reader certification or evidence that one format always performs better.
